Watershed Committee
Facilitator
The Pend
Oreille Conservation District (POCD), in conjunction with the West Branch of the
Little Spokane River Watershed Committee (WBLSRW), is requesting Statements of
Qualifications (SOQ) from professional facilitators with experience in water and
natural resource planning. The resulting contract will require coordinating with
the WBLSRW Committee to develop a Plan to address the Committee’s water
resource based issues. Applicant must be an objective third party without direct
relationship with the existing WBLSRW Committee or personal/financial interests
in the basin.
The
selected Facilitator or their firm will assist the WBLSRW Committee to develop
solutions and identify funding mechanisms for implementation of identified
solutions. Facilitator will also assist in preparing a draft and final Plan
documenting the issues and recommendations developed and approved by the
Committee. The Facilitator will be required to: guide the Committee to consensus
decisions on issues before the Committee; prepare a scope of work and schedule
to accomplish the final Plan; and facilitate monthly WBLSRW Committee meetings
including development of agendas, meeting summaries and monthly reports.
Facilitator will also produce the final copy of the Plan. The Plan will be
completed no later than December 31, 2007; facilitation will continue to be
required beyond submission of the final Plan. The budget for this project is
$40,000.
The SOQ
should document the applicant’s qualifications in facilitating groups,
identify preferred techniques/approaches, and demonstrate knowledge about
resources available to assist with identifying issues, developing and planning
to implement solutions, and funding mechanisms. Applicants need to demonstrate
successful planning that resulted in tangible projects for their clients. The
SOQ shall not exceed 15 pages including appendices and resumes, and must include
three references from clients.
